Position Description

Seattle City Light, a department of the City of Seattle, is one of the nation's largest municipally owned utilities in terms of the number of customers served. Over the years we have worked very hard to keep Seattle's electricity affordable, reliable, and environmentally sound. Today, City Light is a recognized national leader in energy efficiency and environmental stewardship.

We are seeking to fill the Real Estate Services Manager to serve as a key member of the management team of City Light by providing management and leadership direction for City Light's real property acquisition and disposition, and property management functions for the Utility. The Real Estate Services Manager oversees a budget of $8 million and a professional staff of six. The Real Estate Services Manager supports and sustains City Light as a high-performance organization by contributing to excellent organizational performance and customer service. This is an excellent opportunity to work in an influential role with a diverse group of skilled workers and other professions within the Utility. We are looking for a leader with an in-depth knowledge of real estate laws, property management, and right-of-way issues. This position will report to the Environmental Management and Real Estate Director.

Job Responsibilities

Make critical and strategic decisions regarding the Utility's real property, property rights, and property management issues.

Plan and oversee the acquisition and disposition of City Light properties, negotiating with a broad range of constituents and providing skilled, professional service.

Communicate clearly and effectively with the public and other City Departments regarding land use, acquisitions, dispositions, easements, and use permits.

Provide consultation and internal customer service in the area of property rights and property management in support of the Utility's operational needs.

Oversee a budget of approximately $8 million.

Review staff work products for compliance with Utility and professional standards.

Provide clear expectations and direction to a team of 7 professional and administrative personnel, offering coaching and counseling as needed and supporting their professional development.

Administer and monitor human resource policies and programs consistently and in support of utility-wide practices to recognize diversity and commitment to racial and social justice.

Administer labor contracts fairly and consistently.

Demonstrate commitment to and involvement in activities that create and sustain a workforce free of racism and discrimination, and value multiculturalism and diversity as a workforce and community asset.

Exhibit personal and professional integrity at all times, consistent with the City's vision, mission, and values. Serve on and provide support to Citywide or Utility strategic oversight councils.



Bachelor's degree in Business Administration, Real Estate, Urban Planning, Public Administration or related field (other combinations of education, training, and experience will be evaluated on an individual basis for comparability).


Substantial professional experience in real estate management, preferably in the utility or public sectors, including in-depth knowledge of real estate laws and practices, as well as right-of-way issues. This experience is typically gained through four or more years of relevant, progressively responsible assignments, including at least two years as a manager or supervisor in a large, complex multicultural and diverse organization.

Certification/License: Driver's License

Desired Qualifications

Knowledge of real estate policies/issues, utility industry real estate practices, labor union contracts, ethics standards, workplace expectations, and guidelines.

Knowledge of public sector organizational practices.

Skilled in written and oral communications and negotiation with multiple constituencies including employees, customers, and other stakeholders.

Skilled in negotiation of complex, politically sensitive, highly visibly acquisitions, sales, and leases.

Skilled in hiring practices, which support the City of Seattle's diversity initiatives.

Skilled in implementing safe work practices.

Ability to think critically and strategically.

Ability to foster and model an effective customer service ethic.

Ability to coach, counsel, motivate and develop employees.

Knowledge of Geographic Information Systems (GIS) and data management systems.

Experience in preparing legislation and the legislative process

Ability to provide leadership in an environment of change; willingness to make difficult and challenging decisions.

Ability to provide clear expectations and directions.
