CAREER ADVANCEMENT PROGRAM: All Professional Work Category positions advertised at a Pay Band 2 are part of NGA's Career Advancement Program (CAP). Employees in the Career Advancement Program will be evaluated semi-annually to determine if they meet the established program requirements. If requirements are met, employees will be eligible for a salary increase. Upon meeting all program requirements, the employee is eligible to be promoted non-competitively to a Pay Band 3. This promotion completes Career Advancement Program participation meaning the employee will no longer receive salary increases through the Career Advancement Program, and will now be evaluated in accordance to the Agency's standard evaluation processes.
DEVELOPMENTAL ASSIGNMENT: All Professional Work Category positions advertised at a Pay Band 2 are part of NGA's developmental program. Positions in the developmental program will be hired with starting base salaries ranging from $35,359 to $61,922. Employees in the developmental program will be evaluated semi-annually to determine if they meet the established developmental requirements. If requirements are met, developmental program employees will be eligible for a progression increase. Upon meeting all milestone requirements, the employee is eligible to be promoted non-competitively to a Pay Band 3. This promotion completes developmental program participation and the employee will no longer receive progression increases, and will be evaluated in accordance to the Agency's standard evaluation processes.

PROMOTION OPPORTUNITY: Promotion opportunities allow applicants at all band levels to be considered. Qualifications for NGA positions do not include specific time-in-band requirements. NGA will emphasize quality of experience, rather than duration, and assess how the quality of the experience demonstrates possession of the knowledge, skills, abilities, and competencies necessary for successful job performance in the NGA occupational structure.

Mandatory Qualification Reqs
MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). 1) Demonstrated experience applying knowledge of aviation business practices;
2) Demonstrated experience navigating foreign or domestic airspace as a pilot or navigator or experience as an Air Traffic Controller or TERPS Specialist;
3) Demonstrated experience using military or commercial flight planning and electronic aviation devices, software, or systems;
4) Demonstrated experience managing multiple competing priorities in an environment where timelines frequently change.
EDUCATION REQUIREMENT: A. Education: Bachelor's degree in Aeronautical Science, Commercial Aviation, Flight, Flight Education, Flight Science, Professional Flight, Professional Flight Technology, Air Traffic Control (ATC), Air Traffic Management, or another related degree that includes actual or simulated experience mandated with the curriculum along with a thorough knowledge of domestic and international air navigation principles as well as airspace and airfield infrastructure and operations. -OR- B. Combination of Education and Experience: A minimum of 30 semester (45 quarter) hours of completed coursework in Aeronautics, Aerospace Engineering, Aerospace Studies, Geospatial Information Systems, Global Security and Intelligence, Cartography, Homeland Security, or other areas related to aeronautical navigation and operations. -PLUS- Minimum of 250 hours of flight experience as a pilot, co-pilot, navigator, or flight instructor-OR-Minimum of 3 years of civilian or military work experience as an air traffic controller, flight dispatcher, flight or ground school instructor, mission planner, Aeronautical Information Specialist, Terminal Enroute Procedural Specialist (TERPS), or other field which provided an understanding of air navigation principles, operations, publications, and airspace and airfield infrastructure and operating procedures. -OR- C. Experience: A minimum of 6 years of work experience within an NGA analytical occupation that involved the acquisition, collection, analysis and evaluation, extraction and population, and maintenance of NGA Geospatial or Safety of Navigation related databases.
Highly Desired Skills
QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:
1) Demonstrated experience in the utilization of Department of Defense (DoD) suite of navigational products and data;
2) Demonstrated experience briefing verbally or in sign language to senior U.S. Government or military personnel;
3) Demonstrated experience analyzing and resolving complex problems within the field of aviation.

NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. Additional Job Requirements
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.
Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.
