Physical Demands: The work is primarily sedentary, requiring long periods of sitting in one position, intense concentration, and working for several hours at a time. Stress may be experienced on a regular basis in attempting to respond to conflicting objectives and in working against tight deadlines with limited resources.

Work Environment: The work is primarily in an office/computer room equipment. Occasional fieldwork may be required. Fieldwork is in support of resource mapping projects and involves extended days of travel, sometimes in poor weather conditions. The incumbent must be comfortable with less than ideal conditions in remote settings in the accomplishment of mapping projects.

Responsibilities

This position is located in the Oregon State Office, Division of Support Services, Branch of Information Management, FOIA and Data Section, in Portland, Oregon. The incumbent is responsible for management of a wide range of spatial information required to support the management of public lands. The incumbent will identify data needs for projects, determine compatibility with various GIS platforms, and locate missing information. The incumbent will also implement procedural techniques, identifies solutions to complex coding errors, provides user support and prepares GIS spatial documents for a variety of groups for meetings and other GIS activities.

For GS-09:

One (1) year of specialized experience equivalent to a GS-07 in the federal service, or a master's or equivalent graduate degree or 2 full years of progressively higher level graduate leading to such a degree or LL.B or J.D., if related.

Specialized Experience Requirements:

In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-07) of the position to be filled. Specialized experience for the GS-09 GIS Specialist.

Examples include: Conducting research to locate and obtain information from existing databases; Compiling geographic data from a variety of sources; Inspecting and editing digital geospatial data to ensure compliance with applicable specifications; Processing data through GIS applications and software; Providing information and user support and delivering consistency to all geospatial data.

You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.

You will be evaluated for this job based on how well you meet the qualifications above.

Knowledge of Geographic Information Systems (GIS), related technology, and analytical techniques in order to resolve moderately complex GIS issues.

Knowledge of geographic/cartographic sciences, interdisciplinary resource management, and database management in order to administer geospatial databases.

Knowledge of interrelationships between various natural and cultural resources programs in order to work with diverse group of resources specialists, planners, and managers to implement geospatial applications.

Knowledge of standardized geospatial and GIS software/hardware applicable to the BLM.

Ability to effectively communicate to a variety of audiences in order to present ideas and information in easy-to-understand formats.
