Overview The Utilities Department GIS Analyst is responsible for management of GIS spatial and attribute data including design, analysis and accuracy verification. The position deals with all related information pertinent to the City's water, sanitary and storm water systems. Duties and Responsibilities The listed examples of work are not intended to be all-inclusive. They may be modified with additions, deletions, or changes as necessary. \u00a0 Analyzes and prioritizes departmental mapping needs. Produces and maintains various types of digital maps, plats and attributes databases as requested by citizens, staff, contractors and other government entities to create quality cartographic output. Develops and edits locations of map features and inputs and updates attribute data. \u00a0 Maintains the geographic database, performs updates and edits regarding water, sanitary and storm sewer systems. Analyzes needs, imports, converts and debugs data from various GIS databases. \u00a0 Interpret and prepare information for data conversion and maintenance procedures of GIS themes. Prepares drawings using data obtained from field survey, original designs, previous drawings, sketches or other sources. Prepares visual aids, graphic presentations and legal exhibits for use in City Council presentations and public hearings. \u00a0 Develops, maintains, and transfers export files from the department's GIS system. Provides these to other departments and outside sources upon request. \u00a0 Develops and maintains different data structures, and provides shortcuts or easier methods to enter the data, such as, pop-up menus, and other programs. Informs supervisor on the progress of GIS development. Coordinates GIS activities with other departments and recommends system operation improvements. \u00a0 Coordinates development of and adjustments to the Utilities GIS system with outside vendors. \u00a0 Provides technical assistance and training on the operation of GIS software. \u00a0 Other Duties & Responsibilities Assigns and monitors daily work activities of the GIS Intern. \u00a0 Performs GPS data collection and data integration. \u00a0 Coordinates the acquisition and sharing of GIS data between external agencies that utilize GIS technology. \u00a0 Serves as a general GIS consultant to Utilities staff. Education and Experience Education: Bachelor's Degree in Geography or Geographic Information Systems \u00a0 Work Experience: 4 years experience with GIS and database systems; experience in Utility management or related field preferred \u00a0 Certifications and\/or Licensures: GIS Certification \u00a0 Required Driver's License: Valid Colorado Driver's License Other Information Knowledge Advanced knowledge of Environmental Systems Research Institute (ESRI) ArcGIS platform, desktop implementation, server administration and mobile environment. \u00a0 Working knowledge of ArcGIS Server architecture, implementation, configuration, operations, and maintenance. AutoCAD and geographic information system concepts and methods Database design, implementation and development. Applications software for the Microsoft Windows environment Automated mapping, both graphical computing and GIS \u00a0Expert knowledge of: Enterprise Spatial Database (SDE) - Writing SQL scripts to access, extracting, transforming and loading SQL, xml related formats, database management as a DBMS, performance tuning, backup and recovery, replication and geodatabase, data validation, data quality, topology and domains, database design both SQL and ESRI, imagery, schemas, models (logical and physical), versioning, data models, manages users\/permissions (either directly through SDE and\/or via AD). Cartography Geography Spatial and temporal analytics Designing, implementing, and maintaining citywide web-based GIS Designing, implementing, and documenting enterprise GIS workflows using ESRI software workflow on the server Creating and implementing SDE geospatial data library Designing and managing a geocoding service Enterprise GIS application to modeling and predictive analytics CAD data conversion to GIS Geocoding data and data from a widely dispered source Spatial data management Data loading Spatial indexing DBMS statistics Raster mosaics Geo-reference non-spatial raster images Microsoft Access Data conversion formats GPS hardware and software Concepts of data management in relational database Water, wastewater, and stormwater systems preferred ArcGIS online \u00a0 \u00a0 \u00a0 \u00a0 Skills and Abilities Computer Skills - Advanced skills required to operate ArcGIS software suite. \u00a0 Communication \u2013 Strong written and verbal skills required to interact with a variety of people including the public, contractors and City employees. \u00a0 Analytical - Strong skills required to determine the most suitable hardware and software. Also required to analyze GIS and determine the best way to relate or display the data. Must be able to read and interpret maps and plans. \u00a0 Mechanical - Strong skills needed to perform surveying in the field. \u00a0 Mathematical - Strong mathematical skills needed to work with different map projections, scales and conversions. \u00a0 Must be able to operate and maintain the large copier and system's plotter.
