Description

Under general supervision, organizes technical data and information for the development and implementation of integrated surface water/groundwater management plans, reviews active plans to ensure compliance with applicable federal and state regulations, communicates science and policy-related information to the public, and assists with stakeholder involvement in integrated management planning; performs related work as assigned. 

Temporary position estimated to last one year, or up to 2080 hours.

Examples of Work

Organize data and required information for integrated surface water/groundwater management and integrated water management plan development, implementation, and compliance. Assist with stakeholder involvement in plan development. Organize data collection including annual water use, surface water diversion, and geospatial data for land use. Develop educational and public relations materials based upon integrated maps and water management data, analysis, and research. Explain scientific and planning-related laws and concepts to a variety of audiences using strong communication skills and multiple communication platforms. Prepare and edit integrated water management publications, images, and presentations. Develop and maintain databases and other information management methods for integrated water management plans, compacts, decrees, and interstate agreements to ensure effective data storage and efficient retrieval. Determine required actions and deadlines related to compacts, decrees, and agreements; obtain official documents as necessary. Review draft integrated water management plans and implement plans when complete. 

Qualifications / Requirements

REQUIREMENTS: Bachelor's degree in Geology, Engineering, Natural Resources, or related field and experience with natural resources planning and database organization. Additional years of progressively responsible experience in natural resources planning, database organization, or related area may be substituted for education on a year-for-year basis.

PREFERRED: Experience in editorial management of documents, documentation, organization, stakeholder involvement, qualitative data collection and analysis, and/or education and outreach. 

Knowledge, Skills and Abilities

Knowledge of: scientific and technical data collections methods; effective science and policy communication techniques; integrated management planning processes, rules and regulations; stakeholder-based planning or decision-making; statistical and mathematical calculations, and their applications as applied to the interpretations of hydrology and geology data; information management storage tools including Excel, Access, and GIS databases. Ability to: learn and apply Nebraska's surface and groundwater laws; think logically and understand surface and groundwater systems; communicate technical information to other technical experts and the general public; organize and write technical reports and memorandums; gather and maintain technical data; select, compile and analyze information as necessary to identify, substantiate and solve a scientific or technical problem and prepare reports based on that analysis.
