Syntelligent is seeking a Geospatial Analyst for upcoming work in Offutt AFB, NE.
Tasks will include:
Personnel shall assist and advise the Government with completing staff tasks (e.g. USSTRATCOM Task Management Tracking (TMT), DIA eTasks) assigned for action or coordination. The contractor shall prepare staff action packages in accordance with USSTRATCOM procedures and support USSTRATCOM planning efforts against a potential adversary's strategic weapons.
Shall engage with the IC, defense agencies, other combatant commands, and other mission partners and stakeholders in support of USSTRATCOM's mission consider staff actions as time sensitive unless otherwise designated by the Government.
Attend working groups, conferences, and other meetings to advance the JIOC's understanding of a potential adversary's strategic weapons.
Provide studies, assessments, briefings, reports, staff packages, geospatial products, and other documents pursuant to tasks in this PWS written in clear, concise language, free of spelling or grammar errors, and shall meet Government formatting and content guidelines.
Store working files and documents and finished projects and staff actions in electronic form, and hard copy when appropriate, in accordance with Command, DoD, and IC records management policies.
Perform all aspects of geospatial analysis support activities, to include geospatial analysis, database maintenance, customer coordination and technical staff work.
Develop products in accordance with established processes and governing directives, research the availability and adequacy of existing products, identify shortfalls which may impact the Command's readiness and responsiveness for mission execution, and provide assessments used in the development of production plans.
Manage GIS databases and product-specific shape-files, develop and execute production plans based on availability or adequacy shortfalls, monitor production progress against outstanding requirements, and provide status updates.
Participate in discussions, meetings, conferences, publication evaluations and special projects, providing accurate and relevant feedback within specified time frames.
Utilize COTS/GOTS geospatial information software/ applications to develop and work with shapefiles and develop custom visualization products.
Accomplish, lead or participate in detailed studies and analysis to optimize support internal or external to the Command, providing timely, accurate and relevant studies.
Analyze and evaluate process and capability shortfalls and make program management recommendations for improvement.
Research, study and present technical information, in the form of briefings or written papers, on relevant geospatial issues for senior leaders.
Provide cartographic and analytic geospatial support to strategic weapon systems team and customers. Employs GIS expertise to identify, analyze, and depict geospatial solutions. Shall be responsible to coordinate and conduct the analytic effort during the research, control, compilation, draft, review, and production stages while keeping abreast of innovations and trends within the geospatial field to provide most efficient and effective analytic methods.
Interact with customers and utilize existing software to develop digital databases, create maps, charts, and graphics, and shall leverage Combat Support Agencies and DoD entities. Contractor also collaborates with the appropriate GEOINT Requirements Manager or GI&S Officer to provide input for geospatial foundation and analysis requirements.
Must also have experience with the installation, configuration, operation and limitations of the ArcGIS application Operations Dashboard. They must be proficient in the use of ArcGIS Server to produce web maps and web mapping applications. They must also possess the experience required to employ adapters in the ArcGIS GeoEvent Processor in order to process geospatial feeds for incorporation into a Common Intelligence Picture (CIP). Experience working with the ArcGIS Spatial Analyst and Network Analyst toolsets is required.
Required Experience:
All personnel shall individually possess at least five (5) years of demonstrated relevant experience with or education in geospatial sciences performing geospatial analysis.
All contractor personnel shall individually demonstrate proficiency with Environmental Systems Research Institute’s ArcGIS and Python.
All contractor personnel shall individually demonstrate five (5) years’ experience with the Structured Query Language (SQL) Server Relational Database Management Systems; knowledge of Open Geospatial Consortium (OGC) compliant standards and familiarity with ArcGIS Server are preferred.
All contractor personnel shall individually demonstrate five (5) years’ experience analyzing area limitation and mobility models pertaining to a potential adversary’s military weapon systems and demonstrate knowledge of the influential factors pertaining to this problem set.
All contractor personnel shall individually demonstrate experience with the installation, configuration, operation and limitations of the ArcGIS add on applications such as Operations Dashboard.
All contractor personnel shall individually demonstrate five (5) years’ experience in the use of the ArcGIS Server to produce web maps and web mapping applications, and employing adapters in the ArcGIS GeoEvent Processor in order to process geospatial feeds for incorporation into a Common Intelligence Picture (CIP).
All contractor personnel shall individually demonstrate five (5) years’ experience working with the ArcGIS Spatial Analyst and Network Analyst toolsets.
A Top Secret (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI), and Nuclear Command and Control/Extremely Sensitive Information (NC2/ESI), Special Access Programs (SAP) and Special Technical Operations (STO) accesses.
