POSITION SUMMARY This position is responsible for GPS and GIS data collection and conversion. The incumbent duties will include data management and creation, field work/surveys, provide supportive mapping data and analysis upon request, and other projects related to GIS, GPS, addressing, and customer service. The GIS department has adopted the GIS Ethics standards of URISA, and the position will be required to adhere to proper ethical GIS standards (see ****to download GIS Standards). The incumbent will have contact with engineering firms and representatives, developers, and other Columbia County divisions and departments. Daily maintenance of GPS and GIS data will be required, and Quality Control measures and data update from GPS crews will be required. This position will be responsible for the integrity of GPS data collection efforts county-wide. The incumbent is exposed to dust, dirt, construction machinery, noise, and cold or inclement weather. Work is performed standing, stooping, sitting, bending, walking, crouching, lifting and moving objects weighing more than 50 pounds. Work is typically performed in an office setting, vehicle, and outdoors. This position will spend approximately 3/4 of their time in the field and 1/4 in the office. Graduation from high school or general equivalent diploma required; Bachelor Degree in geography, biology, geology, computer science, environmental science, or related field preferred. One year equivalent experience in a similar position utilizing GIS or GPS is preferred. A valid driveru2019s license is required. PRINCIPAL ACCOUNTABILITIES Provides technical and administrative assistance to the GIS Department and other Columbia County Departments. Conducts field work independently or as part of a crew. Operates GIS and GPS equipment, software, data and products. Assists in the design, development and creation of databases, maps and other related projects. Conducts maintenance and updates of mapping information in the GIS database. Attends meetings, conferences, training, and workshops to remain informed on changes relative to the position requirements. GPS data collection of Subdivision and Commercial developments in Columbia County, including but not limited to water distribution and wastewater conveyance, storm water, traffic infrastructure, transportation networks, landmarks, signage, and addressing. Completes Quality Assurance measures on data. Provides customer service to other departments as well as public agencies for GIS or GPS needs. Performs all other duties as assigned. KNOWLEDGE, SKILLS AND ABILITIES Knowledge of county geographical area. Knowledge of GIS and GPS concepts. Knowledge of the principles of customer service. Skill in the operation of GIS and GPS equipment. Skill in the use of databases such as Access, SQL or SDE. Ability to coordinate multiple projects simultaneously and to complete short term projects with critical deadlines. Ability to establish and maintain effective working relationships with employees, associates, government officials and the general public. Ability to communicate effectively both orally and in written form. Ability to work independently or with minimal supervision.
