Summary

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position: Plan and execute professional cartographic and survey activities for Fort Wainwright. Provide a professional knowledge base of cartography, photogrammetry methods, and topographic/legal/hydrologic surveys including the mathematical, geographic, and scientific basis for design, evaluation, and construction of maps, charts, and digital Geographic Information Systems (GIS) products.

About the Location: Fairbanks is host to many different cultures; unique shopping and dining facilities as well as sporting activities such as fishing, hunting, hiking, camping, snowboarding and skiing. We have spectacular views of the Northern Lights and larger than life ice sculptures. Population is about 87,000. Winter brings consistent snow conditions from November through March. Winter temperatures average 8 degrees F to minus 19 degrees F with extremes down into the minus 30s; summer temperatures rise into the 70s and 80s.

Responsibilities

As a Cartographer (Geographic Information Systems), you will perform the following duties:

Support a variety of products in areas of planning, engineering, construction, emergency management, environmental applications, and operation and maintenance.

Serve as a technical team leader for employees performing mapping and GIS efforts by assigning work and monitoring technical production and progress.

Demonstrate capabilities of GIS technology and interfaces with customers to determine the content and structure of their GIS support requirements.

Ensure all mapping and GIS products adhere to all relevant standards and regulations.

Plan, direct, and execute efforts within a quality assurance program relevant to the installation.

Qualifications

In order to qualify, you must meet the basic requirement and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement: This position has a basic entry requirement.

A. Degree: Bachelor's degree (or higher degree) in cartography, or a degree with a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).

OR

B. Combination of Education and Experience: Courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

You must also have one year of specialized experience to qualify. Your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: assisting in the making of cartographic survey and mapping products utilizing software systems such as, but not limited to, Mapper, ArcInfo, ArcGIS, AutoCAD, ArcView, etc. for developing projects through electronic data.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
