POSITION OVERVIEW The Senior GIS Analyst reports to the Land Services Manager and is responsible for managing the geospatial database of land records for the Department. The Senior GIS Analyst will support and manage GIS applications based on business demands. The Senior GIS Analyst will assist in development of quality control standards for system applications, preform data capture and analysis, oversee data flow for and management\/distribution and provide technical guidance for GIS standards and quality policies. KNOWLEDGE Proven experience utilizing and maintaining GIS applications and data. Thorough understanding of the principles, practices, methods, and techniques of GIS, cartography, and map design. RESPONSIBILITIES AND ESSENTIAL DUTIES Manage requests from internal business units in regards to geospatial mapping needs Acquire and integrate spatial datasets\u00a0from outside sources Conduct data management, cataloging and inventory efforts Manage the GIS module of the company\u2019s centralized land management system Conduct spatial analyses - conversion and product creation using GIS software and subsystems Perform GIS data quality assessments for completeness; identifying and correcting data inaccuracies Create products with a focus on polygonal alignment, topological accuracy; and conformance to resource material and product specifications Coordinate GIS activities with engineering, internal team members and external outsourcers Provide support for GIS application development, integration, and implementation Diagnose and troubleshoot GIS software related issues Assist with training in various aspects of GIS software and database creation and use Participate in special projects as required QUALIFICATIONS (EDUCATION, EXPERIENCE AND SKILLS) Education: Bachelor\u2019s degree in relevant degree with major coursework in geographic information systems, geography, computer science, or a related field Experience :Five (5) years professional experience in designing, programming, supporting, and implementing GIS applications. Skills\/Competencies: Working knowledge of ArcGIS Working knowledge of AutoCad Ability to interface with different systems like ArcGIS, AutoCad, MS Office, databases, Google Earth etc. Understanding of current developments, trends, and technologies within the GIS field Programming logic and code for use in GIS web applications Experience in developing GIS standards in operations and database design Strong analytical capabilities Have a working knowledge of the capabilities, methods, technical standards, and programming languages of GIS technology Strong written and verbal communication skills Good analytical and problem solving skills Knowledge of land department and organization procedures with frequent and varied use of business, legal and technical terminology relating to the industry Ability to work both independently and in a team-based environment Ability to work in a fast paced environment and meet deadlines as assigned DIRECT REPORTS None FREEDOM TO ACT The Senior GIS Analyst is capable of making daily decisions in conducting land related work and is expected to identify and communicate key business issues and improvement opportunities. WORK CONDITIONS While performing the duties of this job, the employee is often required to stand, walk, sit, climb stairs, work at height above ground on stairs and catwalks, balance, stoop, kneel, crouch, talk or hear, smell, type and write. While performing the duties of this job, the employee will work indoors and outdoors, and exposed to year around weather conditions, ocean environment, noise, and occasionally process gases and vapors.
