GEOINT Instructors include: Geospatial Analysis (GA); Imagery Instructors (IA); Intelligence Officer Trainer (IOT) - Critical thinking, Intelligence Writing/Briefing; Phenomenology; Collection; and Analytical Deployer Training. See below for specific details about each labor category. There are four skill level defined below; the minimum SME and Instructor experience for each skill level are REQUIRED.

The GEOINT Instructor positions are in Northern Virginia and St. Louis, MO. Must possess a current/active TS/SCI; no exceptions.

REQUIREMENTS

Contractor shall provide staffing for positions as identified by the prime contractor program manager. All content subject matter expert/instructors must include the following knowledge, skills, and abilities:

Demonstrates knowledge of the core principles of performing and communicating GEOINT work and solutions.

Demonstrates the ability to deliver instructional content using adult education principles and teaching methodologies.

Demonstrates an understanding of the government operating environment within the Intelligence Community, DoD, NGA, NSG, and ASG.

Documents experience providing formal, informal, or non-formal analytic training

Documents ability to use the Blackboard learning management system and familiarity with the latest educational technologies (e.g. KZO, Adobe Connect, Captivate)

Demonstrates strong communication and interpersonal skills

Demonstrates familiarity with the elements of critical thinking

Imagery Analysis (IA)

Demonstrates knowledge of the national imagery exploitation processes, policies, and production cycles.

Possess excellent writing and briefing skills as it relates to the communication of GEOINT.

Demonstrates fundamental knowledge of the principles and applications of geographic information systems, digital image processing systems, collections, and sensor phenomenology.

Documents experience in multiple military or intelligence-related identification and analysis work areas.

Phenomenology

Possess a working knowledge of specific phenomenology (SAR, Thermal IR, Spectral, OPIR), Motion Imagery (FMV or LVSD/WAS), MTI, and Lidar principles and applications, exploitation methods, and analysis techniques.

Documents experience using specific phenomenology (SAR, Thermal IR, Spectral, OPIR), Motion Imagery (FMV or LVSD/WAS), MTI, and Lidar.

Collection

Documents experience solving intelligence problems and filling intelligence gaps through a collection of airborne and space-borne imagery within the last two (2) years.

Documents experience using GIMS within the last two (2) years.

Has knowledge of PRISM (Planning Tool for Resource Integration, Synchronization, and Management).

Intelligence Officer Training

Possess a working knowledge of writing and briefing techniques, basic audio-visual instructional aids, and Microsoft Office.

Possess excellent writing and briefing skills as it relates to the communication of GEOINT.

Demonstrates skill to provide clear, concise, and constructive feedback to students on the student’s ability to convey their message through written products and briefings.

Demonstrates knowledge of the national imagery exploitation processes, policies, and production cycles and the principles and applications of geographic information systems.

Geospatial Analysis (GA)

Possess a working knowledge of the application of GIS and analysis of geospatial data to solve intelligence problems and to create cartographic products.

Possess a working knowledge of the application of GIS and geospatial technologies throughout the DoD or the Intelligence Community.

Demonstrate a fundamental knowledge of the principles and applications of imagery interpretation, digital image processing systems, collections, and sensor phenomenology.

Demonstrates strong working knowledge of ESRI GIS software and extensions and NGA, DoD, Federal, and Commercial data sources, standards, and models.

Possess excellent writing and briefing skills as it relates to the communication of GEOINT.

Analytic Deployer Training

Demonstrates experience maintaining a database

Demonstrates experience creating, editing, reviewing, and responding to Requests for Information (RFI).)

Documents experience directly supporting the NGA mission at a site external to the customer base (e.g., OCO-related deployment, Disaster/Humanitarian Relief support, etc.) within the past 24 months of RFP release date.)

Skill Level Requirements:

Subject Matter Expert/Instructor I

General Duties and Experience: Delivers in-resident and distance learning instructional programs in accordance with course documents. Uses instructional methods such as, guided discussions, lectures, demonstrations, small group exercises, seminars, workshops, and laboratories. Uses instructional technology, including but not limited to Blackboard. Conducts assessment strategy in accordance with the course design, including instructor observation, testing, and grading. Provides formal and informal student feedback. Provides subject matter expertise throughout the curriculum creation process, including content review and feedback to development staff. Relevant instructional experience includes, but is not limited to, experience developing and delivering technical training and educational courses in academic, commercial, government, or industrial organizations.

Minimum Instructional Experience: 2 years’ relevant experience.

Minimum SME Experience: 6 years’ relevant experience.

Content Subject Matter Expert/Instructor II

General Duties and Experience: Delivers in-resident and distance learning instructional programs in accordance with course requirements. Uses instructional methods such as, guided discussions, lectures, demonstrations, small group exercises, seminars, workshops, and laboratories. Uses instructional technology, including but not limited to Blackboard. Conducts assessment strategy in accordance with the course design, including instructor observation, testing, and grading. Provides formal and informal student feedback. Provides subject matter expertise throughout the curriculum creation process, including content review and feedback to development staff. Relevant instructional experience includes, but is not limited to, experience developing and delivering technical training and educational courses in academic, commercial, government, or industrial organizations.

Minimum Instructional Experience: 4 years’ relevant experience.

Minimum SME Experience: 10 years’ relevant experience.

Content Subject Matter Expert/Instructor III

General Duties and Experience: Delivers in-resident and distance learning instructional programs in accordance with course requirements. Uses instructional methods such as, guided discussions, lectures, demonstrations, small group exercises, seminars, workshops, and laboratories. Uses instructional technology, including but not limited to Blackboard. Conducts assessment strategy in accordance with the course design, including instructor observation, testing, and grading. Provides formal and informal student feedback. Provides subject matter expertise throughout the curriculum creation process, including content review and feedback to development staff. Relevant instructional experience includes, but is not limited to, experience developing and delivering technical training and educational courses in academic, commercial, government, or industrial organizations.

Minimum Teaching Experience: 6 years’ relevant experience.

Minimum SME Experience: 15 years’ relevant experience.

Content Subject Matter Expert/Instructor IV

General Duties and Experience: Delivers in-resident and distance learning instructional programs in accordance with course requirements. Uses instructional methods such as, guided discussions, lectures, demonstrations, small group exercises, seminars, workshops, and laboratories. Uses instructional technology, including but not limited to Blackboard. Conducts assessment strategy in accordance with the course design, including instructor observation, testing, and grading. Provides formal and informal student feedback. Provides subject matter expertise throughout the curriculum creation process, including content review and feedback to development staff. Relevant instructional experience includes, but is not limited to, experience developing and delivering technical training and educational courses in academic, commercial, government, or industrial organizations.

Minimum Teaching Experience: 8 years’ relevant experience.

Minimum SME Experience: 20 years’ relevant experience.
