Overall Job Objective Description The Abstract Technician position is located in the Land Information Services section of the St. Louis County Assessor's Office.  The position is responsible for title and abstract research and cartographic tasks that support the Assessor's role in processing boundary changes in order to update and maintain property records accurately.The typical starting salary for this position is between $36,192.00-$43,430.40 annually depending on the candidate's qualifications as well as budgetary considerations.  Applicants hired full time on or after January 17, 2018 will be participating in the revised retirement plan. New employees will be required to contribute 4% of their salary to this plan. Examples of Duties Processes boundary changes, splits, combinations, ROW dedications, condominiums and subdivisions by reviewing deeds, plats, and other legal documents determining the nature and extent of boundary changes and depicting the boundary changes in maps.Interprets complex legal descriptions and conducts chain of title research.Performs research for other County departments as needed regarding property boundaries, ownership, and acreage.Provides maps and responds to customer requests.Prepares reports and written correspondence in response to requests for information.Performs related work as required. Minimum Qualifications Bachelor's Degree in Geography or a related field; or an equivalent combination of training and experience.  Candidates with abstract or title research are preferred.  Skills needed include a thorough understanding of cadastral systems, legal descriptions of properties, deed and abstract processing and the ability to render legal descriptions accurately in maps.  Experience with ArcGIS software is desired.SPECIAL REQUIREMENTS:Applicants must possess a valid driver's license.The work rules for the Assessor's Office require all employees, whether the reside in St. Louis County or elsewhere, to remain current in the payment of their personal and real property taxes.  Additional Information SELECTION AND APPOINTMENT:  A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available.The selection committee will admit to the interview only those persons who possess the most job related qualifications and may establish admittance criteria beyond the minimum qualifications stated above.  The interview will comprise 100% of the applicant's earned grade.  A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment.The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.All applicants conditionally offered a permanent part time, full time, term or on-call position will be required to submit to urinalysis to screen for illegal drug use prior to appointment.  Screening will be performed by a reputable clinical laboratory.  The cost of screening will be covered by the County.HOW TO APPLY:  Applicants interested in applying for this position should visit our website at .  We only accept On-line applications.  If you do not have access to a computer with web access, we have a kiosk that you may use in our office located at 41 S.
