Profile

Conducts and prepares studies associated with the county's Residential Traffic Administration Program (RTAP), including the traffic calming, cut-through, enhanced speeding penalty and truck restriction programs. Reviews requests to modify traffic operations, prepares analyses on these and other traffic engineering issues, and coordinates with the Virginia Department of Transportation, Board of Supervisors, and County police and fire departments. Attends meetings with civic associations and other regional agencies. Prepares correspondence and gives presentations to Board of Supervisors. Maintains databases and performs other transportation-related duties as required. Performs related field work.

Illustrative Duties

Depending on the functional area of assignment, performs the following tasks: Trains and assists in supervising lower level and paraprofessional staff; Evaluates performance and adequacy of transit services, reviews fare structures and allocation formulas; Performs traffic demand management studies, analysis and program implementation; Administers the development, evaluation and operation of a particular program, such as the Residential Permit Parking District Program, Traffic Calming, Vacations and Abandonments, and others; Evaluates the transportation impacts of development applications, including post-approval activities such as proffer tracking and enforcement; Undertakes maintenance, scheduling and operations duties for a county-operated bus service; Initiates and follows up on outside contacts to promote FCDOT programs and initiatives; Formulates and implements marketing and promotional activities for public transportation, including ride sharing, bus and rail transit service, commuter rail service and commuter park-and-ride facilities; Identifies, develops and maintains necessary data and analysis for planning, forecasting and reporting public transportation usage and traffic patterns; Administers the development, evaluation and operation of a particular program, such as the Residential Permit Parking District Program, Traffic Calming, Vacations and Abandonments, and others; Reviews and evaluates studies of roadway intersections and roadway segments to determine deficiencies and solutions; Reviews design plans for multi-modal capital projects; Assists in the preparation of budgets; Develops recommendations based on analysis, forecasts and surveys; Prepares correspondence and reports summarizing process and findings of transportation analysis; Coordinates planning studies with other Fairfax County Department of Transportation units and outside organizations such as WMATA, VDOT and VDRPT; Attends citizens' meetings and hearings to present and discuss findings and plans; Assists in researching, identifying and securing funding opportunities and grants for transportation capital and operating projects; Monitors project grants and grant requirements; Initiates and follows up on outside contacts to promote Fairfax County Department of Transportation programs and initiatives; Assists with developing marketing strategies for traffic reduction programs such as ride sharing, bus and rail transit service, commuter rail service and commuter park-and-ride facilities; Performs outreach activities among corporate officials and community groups in support of traffic demand management and other FCDOT programs and initiatives.

Required Knowledge Skills and Abilities

Depending on the functional area of assignment, must possess the following KSAs: Working knowledge of the principles and methods of transportation/transit planning and analysis; Knowledge of procedures for grant and contract administration; Ability to conduct transportation/transit studies; Knowledge of operations, maintenance and scheduling; Ability to work independently, to set individual priorities, to manage time effectively and to apply consistently sound judgment; Ability to collect, analyze, and interpret research data and present in written/graphic form, making sound practical recommendations; Ability to write detailed, accurate reports, grants, or solicitations for pertinent areas of administration; Ability to make oral presentations to department management, other departments, or the public; Ability to use transportation planning/analysis software, word processing, spreadsheet, and presentation software to prepare documents and to store, manipulate, analyze, and present information; Ability to establish and maintain effective working relationships with county and government officials and the general public; Ability to supervise and train staff.

Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus two years of experience related to transportation planning.

CERTIFICATES AND LICENSES REQUIRED:

Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

Thorough knowledge of the principles and methods of traffic engineering and analysis. Two years of GIS experience. Some experience with computer graphics software.

PHYSICAL REQUIREMENTS:

Generally sedentary in nature, however, visual acuity is required to read data on computer monitor. Incumbent must be able to operate keyboard driven equipment. Must communicate with others. Employee may be required to lift up to 25 pounds. Walk, bend, stand, and drive a motor vehicle. All duties performed with or without reasonable accommodations.
