JOB SUMMARY :
Under the direction of the GIS Manager, creates, maintains, and performs analysis of GIS data on a daily basis using Esri software.
JOB DUTIES AND ESSENTIAL FUNCTIONS
Create maps and graphs, using Esri GIS software and related equipment. * Meet with users to define data needs, project requirements, required outputs, or to develop applications. * Conduct research to locate and obtain existing databases. * Gather, analyze, and integrate spatial data from staff and determine how best the information can be displayed using GIS. * Compile geographic data from a variety of sources including censuses, field observation, GPS, satellite imagery, aerial photographs, and existing maps. * Analyze spatial data for geographic statistics to incorporate into documents and reports. * Design and update database, applying additional knowledge of spatial feature representations. * Enter new map data through direct input of coordinate information using the principles of cartography, including heads-up digitizing, coordinate systems, longitude, latitude, elevation, topography, and map scales. * Analyze geographic relationships among varying types of data * Prepare metadata and other documentation. * Operate and maintain GIS system hardware, software, plotter, digitizer, color printer, and video camera. * Move, copy, delete, and add files, drawings, and maps to output reports in hard copy or electronic transfer. * Present information to users and answer questions. * Retrieve stored maps.
SKILLS, KNOWLEDGE, AND PHYSICAL REQUIREMENTS: *
Ability to publish map services for ArcGIS Online. *
Specific experience with using GIS for Water Utilities *
Communication, Written, Oral, and Cartographic - The ability to convey GIS/spatial information to non-GIS/technical people. *
Ability to analyze and solve problems using the Esri GIS suite of tools. *
Ability to apply mathematics to analyze and solve problems. *
Knowledge of information gathering techniques to find information, identify essential information, and validate the information. *
Ability to correctly follow a given rule or set of rules in order to arrange information, data, documents or actions in a certain order. *
Working knowledge of Windows Server Network Administrative Tools. *
Familiarity with safety practices and procedures. *
Ability to communicate effectively orally and write legibly. * Ability to follow written instructions. *
Ability to interact with supervisors, employees, customers, contractors, developers and the public in a cooperative and professional manner. *
A neat and professional appearance. *
Must be dependable, punctual, and have good attendance. *
Ability to perform repetitive activities including walking, standing, sitting, reaching, bending, grasping, stooping, and lifting up to 50 lbs.
EDUCATION, TRAINING AND EXPERIENCE:
Completion of technology classes in GIS is required. * College degree in computer science, information systems, or civil engineering, is desirable. * Five (5) years of experience working with civil engineering design drawings and surveying. * Minimum of five (5) years of experience using Esri products, such as ArcGIS Desktop, ArcGIS Online, and ArcGIS Server. * Valid California driver’s license and acceptable driving record.
