The Systems Engineering and Integration for the National Systems for Geospatial-Intelligence (SEIN) program delivers full life-cycle systems integration and engineering services to the missions of its customer. This program is chartered to provide technical leadership for many of NGA\u2019s highest priorities and projects. The NGA Source Foundation GEOINT Group, Aeronautical Navigation, Technical Support Division (SFAZ) supports the core NGA statutory mission of Safety of Navigation (SoN). This NGA SoN mission enables the safe operation and conduct of over 13,000 Department of Defense (DoD) aircraft, globally. The maintenance and production of Flight Information Publications (FLIP) and Charts for the DoD and other Government components supports this global aeronautical SoN mission. These aeronautical products are essential to flight operations conducted under both Visual Flight Rules (VFR) and all weather Instrument Flight Rules (IFR). In support of this core mission function, SFAZ utilizes a very labor intensive process for the review of digital and print media in an effort to provide timely, accurate updates to existing, or creation of new, aeronautical SoN products. The SEIN team effort is responsible for identifying technologies capable of automating this human-centric process, as well as identifying second and third order products affected by these updates. Initially, this will primarily focus on the conversion of unstructured data into a structured format. The SEIN team will be responsible for delivering engineering products that include a Concept of Operations and Architecture, with the purpose of identifying requirements for creation of Capability Statements. The SEIN team will explore existing technologies capable of addressing the documented requirements, and through a process of evaluation, document Results of Experimentation that seek to identify a minimum viable product (MVP) for enterprise assessment, and potentially integration.

This position is for a Requirements Engineer who will work with internal and external customers to elicit, define and capture enterprise and system-level requirements to satisfy a variety of project objectives. The engineer will also perform an end-to-end analysis to determine which requirements may already be satisfied by existing systems and which requirements need to be allocated to new or existing systems.
The Requirements Engineer may need to work with entities in the commercial and academic arenas to evaluate technologies that can improve mission performance.
The Requirements Engineer is responsible for developing clear, consistent, testable requirements, and ensures proper traceability between different levels of requirements documentation and system architecture. The requirements engineer coordinates with government representatives, supports system developers and mission partners to ensure shared, consistent understanding of requirements, and assesses existing requirements for validity/quality.
The Requirements Engineer is expected to review associated contractor proposals, attend contractor requirement and design reviews, and provide readiness assessments.
The Requirements Engineer is expected to work within NCMS DOORS, JIRA and Confluence to manage requirements, epics, features and user stories on a regular basis and work other miscellaneous tasks.
TS/SCI Clearance (with a current SSBI favorably adjudicated within the last 5 years)
Bachelor\u2019s degree in Engineering, Computer Science, Information Science, or Math
Minimum 11 full years related technical systems engineering experience
Minimum 6 years Systems Engineering and Integration experience working with NSG/NGA or GEOINT Mission Partner systems/segments
Significant Experience utilizing aeronautical products that support flight operations under instrument flight rules (IFR) and visual flight rules (VFR), for planning, enroute, and terminal phases of flight
Experience applying system engineering processes, and detailed implementation planning to complex systems or enterprises
Previous Project/Task Management/Leadership experience
Customer service mindset with strong organizational, multi-tasking, and problem solving skills
Very strong interpersonal traits, with the ability to work independently as well as within a team environment
Excellent written, verbal, and presentation skills
Proficiency with Microsoft Office applications, MS Project, Confluence, JIRA, and DOORS
Military Aviator (Pilot or Navigator) with experience utilizing NGA Flight Information Publication (FLIP) products
Experience working within NGA Source Foundation GEOINT Group
Experience working with ArcGIS
Advanced degree in a technical field
INCOSE Certified Systems Engineering Professional (CSEP) certification
PMI Project Management Professional (PMP) certification
Scaled Agile SAFe Agilist (SA) certification
Familiarity of commercially available GEOINT software
