The mission of the Delaware Geological Survey (DGS) includes the systematic investigation of the hydrology of Delaware; exploration and research pertaining to the water, mineral and other Earth resources, preparation of reports and maps presenting its findings, and provision of factual information and advice to the officials and citizens of Delaware.

Under limited direction of the Director, the GIS Analyst will focus efforts on an elevation data program that complements DGS's leadership in geological, natural hazard, and flood mapping; and will lead activities in compiling, processing, managing, and distributing light detection and ranging (Lidar) based elevation and geologic data resources. The primary goals for this position are 1) to generate hydrologically conditioned digital elevation models (DEMs) to support hydrologic analysis and extraction of watershed boundaries for the state of Delaware, and 2) the management, analysis, and distribution of topographic contours, DEMs, and other Earth science geospatial data that benefit the public at large, the business community, and agencies at all levels of government within Delaware. The Analyst will be on the forefront of elevation data analysis techniques, while working with stakeholders, partners, and agency staff to develop and implement new ways of accessing and using terrain data to meet a variety of geology, geomorphologic, geoscience and other land use and natural resource needs.

The GIS Analyst will develop, maintain, analyze, plan, integrate, coordinate and support geographic, geomorphologic and geologic based information and related computer applications that directly support the critical scientific functions of the DGS. This position includes data processing, information management, and distribution. This position requires a high level of application use and support, monitoring and problem resolution, technical project management, and strategic planning using a variety of languages and software products and applications.


  • Manages, processes, visualizes, distributes, and supports elevation datasets, such as digital elevation models, lidar point clouds, topographic contours, and their derivative products, in use at the DGS for the state of Delaware; generates and edits geospatial datasets through GIS and other software.
  • Performs hydrologic watershed analysis on Delaware digital elevation models, including hydrologic conditioning, watershed boundary delineation, and stream network extraction; includes fieldwork for testing and identification of topographic features.
  • Visually inspects and performs QA/QC on elevation and other geospatial geoscience datasets received by DGS; performs fieldwork using GPS surveying and other mobile devices, and develops reports as necessary for quality control assessment and error estimation of data products.
  • Identifies and develops appropriate project deliverables, including preparation of geospatial datasets, metadata, web mapping services, technical reports, and other documentation, using secure, reliable, industry-standard techniques, identified in conjunction with other DGS staff based upon the needs of local, state and federal agencies and other Delaware stakeholder groups.
  • Provides instruction and presents project findings and/or methods to other DGS staff members and at local or regional workshops, conferences, and other meetings.
  • Works with large geoscience datasets and relational databases in GIS and other software packages and formats to support and improve internal data management, operational workflow, and backup procedures.
  • Researches, analyzes, and implements, as needed, both current and emerging technologies and approaches for the storage, processing and distribution of geoscience spatial data to ensure DGS applications and databases meet appropriate requirements.
  • Diagnoses and resolves root causes/problems with applications; documents problem resolution procedures and reference materials.
  • Performs miscellaneous job-related duties as assigned.


The work of this position is primarily in the office working with desktop and server-based computers. Periodic field work to perform quality assurance and quality control work related to DEM development. May be required to lift up to 50 pounds. Period overnight travel may be required for meetings or to conduct field work. Works daily with other DGS staff and as needed with outside project managers and/or environmental scientists to develop and deliver computer-produced data, documentation, and web mapping services products and tools.

  • Bachelor's degree (advanced degree preferred) in geography, Earth science, engineering, or related field with four years of technical experience (professional, consultative, or academic) designing, constructing, managing, or analyzing geospatial Earth science information.
  • Experience in performing hydrologic watershed analysis using digital elevation models, such as hydro-enforcement and watershed boundary delineation.
  • Technical experience with geospatial database management, utilizing field data collection methods such as through GPS surveying or mobile device applications, and running various relevant GIS tools and applications.
  • Experience in generating and maintaining derivative products from DEMs and lidar point data, with emphasis on topographic contours.
  • Experience in the geospatial processing of raster and vector Earth science data as well as managing multiple large and disparate datasets and relational databases; ArcGIS products preferred although experience in the use of multiple GIS and image processing packages or scripting/programming is a plus.
  • Experience in fieldwork for quality control and verification of elevation data, ideally in the use of high-accuracy RTK GPS surveying.
  • Experience in writing reports and preparing datasets and digital scientific information for public distribution through web services, web pages, and other online media; use of ArcGIS Online and content management system websites are a plus.
  • Strong analytical and problem-solving skills; ability to apply technical solutions to multi-disciplinary, science-based problems.
  • Ability to apply information technology performance measures and evaluation processes.
  • Effective oral presentation and communication skills.
  • Experience with project planning and proposal writing.
  • Ability to effectively collaborate with research team members within and outside the DGS.> src=>
